The perl command only produced a file with an empty line, causing the
greeter to fail to start. I tried to reverse engineer the perl command
and replace it with an equivalent grep command.

We don't use this anymore on Buster: see commit
abad17b657f376dda634658abd256d0db6fed8f1 in greeter.git.

We wanted to do this earlier (#16628) but it would have been a pain since we
did not build a Buster-specific version of tails-greeter yet. Now that
we list these dependencies in tails.git, it's easy to drop it.

Apply greeter-buster-blocking-tails-unblock-network.diff to the Greeter files now shipped here (refs: #16912)

I.e. it'll be built from the stable branch: testing & devel are now
based on Buster. This would be a special bugfix release as it would
include the upgrade to Tor Browser 9.0 (Firefox 68); we've already
done this sort of things and it went well.
