Thunderbird 91.x requires icu devlopment files around => 69.1 while currently only 67.1 is available in unstable. As we will never get a version 69.1 available in stable and oldstable it's save now to use the preshipped icu files instead and disable a configuratiion that searches for system wide installed packages.

The build environment for Thunderbird is build by Python based wrapper scripts that generate more or less classical configure script directly, running autoreconf by the dh tools is quite useless and produces now since autotools 2.71 the following error: ... debian/rules binary-arch dh binary-arch dh_update_autotools_config -a dh_autoreconf -a autoreconf: warning: autoconf input should be named 'configure.ac', not 'configure.in' autoreconf: error: configure.in: AC_INIT not found; not an autoconf script? dh_autoreconf: error: autoreconf -f -i returned exit code 1 We can ignore the target dh_autoreconf. Closes: #993494 (cherry picked from commit 234c5666dbff28c338d69b3cc54254db3940c177)
