Clarify that manual upgrade preserves Persistent Storage
I received notification on Tails 7.0 upgrade this morning and went on to upgrade, but after being told it can only be manually upgraded, and found that the [manual upgrade guide](https://tails.net/doc/upgrade/tails/) contains no info on whether the process affects persistent storage, I became quite nervous about it. Though in the end it seems Tails can be manually upgraded using Tails Cloner without affecting the data stored in persistent storage, I feel a notice should be added to the guide, assuring users that existing Tails persistent storage will not be deleted or corrupted. ![image.png](/uploads/0a163174ddd64eaef8eb0588fa0a8279/image.png)
