Outdated suggestion to run "sudo tails-debugging-info"
A user reported that they've seen a "The upgrade could not be downloaded" error, which instructed them to do this:
> If the problem persists, go to file:///usr/share/doc/tails/website/doc/upgrade/error/download.en.html For debugging information, execute the following command: sudo tails-debugging-info
However, since we fixed tails/tails#19997, this won't work unless the user has set an admin password.
What should we instead recommend?

issue
