Consider not autounlocking/automounting other Tails' persistent partition when plugged
Since enabling automounting of encrypted media (#15767) plugging a different Tails' with persistent storage will pop up GNOME's passphrase prompt to unlock it. Some examples of how this impacts UX are: * The backup tool: #20143 (maybe not an issue?) * Tails Cloner: if you plug another Tails with the intention to upgrade it but it has a persistent partition then GNOME will attempt to unlock it, asking for the passphrase. Users might think that this is needed for the upgrade, which it isn't, actually unlocking/mounting it might only make the upgrade fail (#20139, #20149) We should consider blacklisting TailsData from automounting.
