When: 1. the Persistent Storage was created after using the "Create Persistent Storage" setting in the Welcome Screen , and 2. the Welcome Screen settings were made persistent _then_ the Persistent Storage is opened every time the user starts Tails, because the `PersistentStorageCreateSetting` is stored inside the directory that's made persistent.
