Draft: Tor Browser: run as "fake" flatpak with XDG Desktop Portal support

This needs extensive testing:

  • Printer support
  • Persistent bookmarks
  • When a webpage is accessing my microphone, there is an orange overlay floating icon
  • There is a spinner when starting
  • TODO: add many more things :)

With some more work we can also close #10422 (closed) and #15028:

  • Remove the "Tor Browser" and "Tor Browser (persistent)" folders
  • Update user docs

There is also #19328 (closed) which this MR solves for the Tor Browser, but perhaps it's best to not do the Unsafe Browser part in this MR, and perhaps move that to another issue as well.
