onion-grater: only log dropped stream/circ events when debugging is enabled...

Since we started restricting circuit events (#19740 (closed)) this logging has become way too spammy to be enabled by default, and it leaks which domains the user visits in Tor Browser to the journal (and hence WhisperBack reports) which is both unnecessary and risky.
