Doc/16456 windows shift restart

I apparently made a mistake and merged !98 (merged) before answering your last concerns. I think that it's the first time that I merge a branch by mistake in years. Not too bad 😁

So here is more!

Regarding "entirely" and "all": we had this terminology for years but I cannot disagree with you, especially if you got confused.

I tried to find something else and I am now using "after the Boot Loader". I don't really like using the jargon but:

• I think that this section is only useful to very few people and it's quite technical itself.
• We named the Boot Loader is several places already.

I also went down a rabbit hole and pushed a bunch of other improvements to how we present the different troubleshooting tips. Now they should be more consistent across the different scenarios and /doc/first_steps/start. And people should bother our Help Desk less when they won't be able to help them anyway.

Fun fact: Today I answered someone who had tried all possible Boot Menu keys on her laptop before telling me that that only that worked was Shift + Restart :)
