Mention OpenPGP best practices

Riseup has a document about OpenPGP best practices here:

Nonetheless, this document is long, probably hard to follow if you’re new to OpenPGP, and only partly relevant in the context of Tails (as we do part of the configuration ourselves already).

So we should probably:

  • Summarize ourselves the most relevant bits for a Tails user
  • Point to it
  • Help them improve on their current version. That might deserve a task of it own if someone is willing to dig into that.
