Adding keyboard language is too hard in Tails 1.1

In Tails 0.9 adding another keyboard language/layout was fairly simple: choose System Tools, Preferences, Keyboard layout from the menu (something like that). In Tails 1.1.1 I have to:

1) Choose Applications, System Tools, Preferences, System Settings
2) Click Keyboard
3) Click Layout Settings

This is a real hassle to do after every boot. (And I barely managed to find it, after upgrading from 0.9.) Please provide an easier way to access this dialog - something similar to Tails 0.9 or, even better, a direct shortcut.
