Start I2P automatically when requested at the boot prompt

Since I2P is not going to be enabled by default and users will need to explicitly “opt-in” to enable I2P at the boot prompt, users should not need to manually start I2P. After all, it’s obvious they want to run it, they already asked for it.

I plan to change the current I2P menu entry to point to the future I2P browser. I2P itself will be started with hooks in NetworkManager. The router console won’t open automatically, but will instead by the home page of the I2P browser.
