Can't join Wi-Fi network when opening settings via Tor Connection Assistant

If a user tries to connect to a Wi-Fi network via the Tor Connection Assistant, the Wi-Fi networks do not react when selecting them from the list.

Steps to Reproduce:

1. Boot into Tails (with or without Persistent Storage), but don't connect to a network
2. Click on the Tor Circuits icon, then go to "Open Tor Connection Assistant"
3. Click "Open Wi-Fi Settings"
4. Try to select a network to connect -> nothing happens

Note: this bug does not happen if you navigate to Settings -> WiFi manually, and does not affect connecting to the network from the GNOME Panel Icons in the top right of the Desktop.

Tested on Tails 7.4.1
