Different time format in lock screen and desktop

So the time shown in both the "Greeter" welcome screen and time shown on the lock screen are not the same as the desktop. What it appears is the both the greeter and lockscreen are displaying the time in a different timezone then the desktop which is "Etc/UTC".

Even after connecting Tor and syncing the time the lockscreen shows a different time format then one showed on the desktop.

Want to also add that since 7.1 is when I saw this bug or issue appeared so that might help narrow it down as to what changed.
