Welcome screen disappears after unlocking persistent storage in 6.12+ when persistent Welcome Screen settings are enabled

Updated Tails 6.11 to 6.12 using automatic upgrade. Booting into 6.12, unlocking persistent storage, gui shows checking filesystem, then the welcome screen disappears. Persistent storage is configured to safe welcome screen preferences, explicitly administration password. Leavs Tails user unable to unlock start Tails session with Persistent storage unlocked. Are there any useful logs to be obtained for this issue from tty? Tried it on different machines.

Issue is limited to using coreboot with heads.

This issue was originally reported as related to coreboot/heads, but it seems like it was just a coincidence that whatever race condition that causes this affects that user's coreboot/heads hardware but not their other hardware.
