Upgrade to Linux 6.1.99-1 (DSA 5731-1)

It fixes vulns that "may lead to a privilege escalation, denial of service or information leaks".

  • Check if it's this worth a 6.5.1 emergency release: conclusion is no
  • actually upgrade the kernel on devel branch
  • decide when we want to upgrade on stable
  • upgrade on stable

(Crap, when I saw DSA 5730-1 for Bullseye on Monday I thought "oh I guess this means the same for Bookworm soon" but I did not think about mentioning this to the 6.5 RM, assuming they would see it as well and make up their mind accordingly. Anyhow here we are :)
