Deal with balenaEtcher's data collection

balenaEtcher's data collection is not acceptable ( #16381 (closed)) and we need to find an alternative.

•   Consider using Rawrite32 to install from Windows (#16553 - closed)
•   Consider using Win32 Disk Imager to install fro... (#14447 - closed)
•   Consider using KDE ISO Image Writer to install ... (#20452 - closed)
• Remove balenaEtcher for Windows from etcher-binary.git

If none of this is good enough, potential alternative plans that we could consider:

• Look for and evaluate even more tools
• Fork balenaEtcher, learn how to build it, audit it and remove the bad stuff, maintain it
