Deal with balenaEtcher's data collection

balenaEtcher's data collection is not acceptable ( #16381 (closed)) and we need to find an alternative.

Next steps:

•   Consider using Rufus to install from Windows (#20525)
•   Consider using Rawrite32 to install from Windows (#16553)
•   Consider using Win32 Disk Imager to install fro... (#14447)

If none of this is good enough, potential alternative plans that we could consider:

• Look for and evaluate even more tools
• Fork balenaEtcher, learn how to build it, audit it and remove the bad stuff, maintain it
