Onion Circuits is broken

Reported on the "[Tails-testers] onion circuit not working" thread on tails-testers@.

Onion Circuits can't connect to the Tor control port and therefore thinks that Tor is not connected yet.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
