Starting Tails Cloner without target USB has wrong message

I noticed if Tails Cloner is started without a target USB inserted, the label of the 'Clone Persistent Storage' check will also read: "You can only choose to reinstall when cloning the Persistent Storage" which does not make any sense because there is Not even an insensitive Reinstall button nor does Tails Cloner know if there will be.

It should just have the top line and not show the second line until a device with a TAILS partition is inserted.

You can assign this issue to me, I already have a solution to merge request.
