Tails Cloner: Upgrade stays sensitive if tick clone Persistent Storage then switch to a Tails target device

I haven't clicked it to see if anything will happen. Furthermore, the guidance: 'You can only choose to reinstall when cloning the Persistent Storage.' is not displayed when changing the target device from an 'Install' to one with Tails.

I've identified part of the root cause and I'm fixing it while I address #19887 (closed)

Edit: !1302 (merged) fixes this bug related to the Persistent Storage check box when switching target or source devices. The new features/improvements in !1303 (merged), !1304 (merged) and !1305 (merged) are all based on this commit.
