Unsafe Browser unable to use public WiFi Captive Portal due to unable to make secure connection

So el time was not correct when using a captive portal to “agree to use the public wifi”, so that makes sense why it would not work. However my issue I tired setting correct time both with admin pass and in the bios to the correct time since the battery doesn’t quite hold a charge well so the bios clock will get reset by some time without charge.

Every time I was able to reach the captive portal, but after clicking el “agree to terms” it would should it trying to make a HTTP error page insecure with option to click ok for a brief second then it says unable to connect and make a secure connection (ssl or certificate or time clock issue). So I switched off HTTPS in all windows in settings which still did not resolve the issue.

Noted this also happened when trying another public wifi (starbucks) which also uses AT&T as the ISP. Not sure if blacklisting of my OUI vendor (Alfa) is taking place or AT&T is becoming fascist or Orwellian with el blocking?

Is this an issue with Unsafe Browser?
