Cannot create Persistent Storage when the system is low on memory on Bookworm

"Scenario: Creating a Persistent Storage when system is low on memory" fails: after "I free up some memory" succeeds, the Persistent Storage app still complains there's not enough memory (a few MiB are missing).

Next step: figure out whether we should change things in tps, in the test suite, or elsewhere.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
