Confusing UX of Persistent Storage onboarding in Welcome Screen

Reported by Daniel Moßbrucker after a training with journalists.

What we have currently:

The display of the button Don't Create Persistent Storage was confusing: the label on the highlighted button sounded like it was what was going to happen ("not creating").

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
