Add "Proxy Settings" to consent question first page of Tor Connection

Some local networks require configuring a local proxy, often in the form of a SOCKS5 proxy.

Currently, the local proxy setting is only accessible after the normal "Hide to my local network that I'm connecting to Tor" option fails.

We could add an option to configure a local proxy from the 2nd screen: "Configure a Tor bridge".
