Unsafe Browser can access files downloaded from Tor Browser

To reproduce:

open Tor Browser, open any page
from the menu, select "Save page as" and save it in the "Tor Browser" folder.
open the Unsafe Browser
Press "Ctrl-O" (open file) and check that the file is visible and you can open it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
