Persistent Storage fails to activate: timeout

In wb:5073cd648304a221912ef914aecd9580, I see:

tails-greeter.desktop[6801]: [ERROR] persistent_storage.py:134 cb_unlocked: Error activating Persistent Storage: g-io-error-quark: Timeout was reached (24)

tps was still mounting stuff.

This may or may not be the same problem as #19346 (closed).
