Move 2nd success note earlier in the installation instructions

During #18784 (closed), none of the participants saw the second success note. It's too late on the page.

Maybe we could:

  • Make "Test your Wi-Fi a full step?
  • Move the note before "Test your Wi-Fi"?
  • Move the note even earlier than that?
