Fix links from Tor Connection to the offline documentation

During #18762 (closed), 3 participants out of 4 tried to open one of these links, but they were all broken.

When this happens, here's what the logs say:

runuser[14444]: pam_unix(runuser:session): session opened for user amnesia(uid=1000) by (uid=0)
tca-portal[14445]: /usr/bin/env: \u2018/\u2019: Permission denied
runuser[14444]: pam_unix(runuser:session): session closed for user amnesia
tca[9206]: ERROR:TCAApplication:response-error from portal : Command failed with returncode 126
