Explain better the Unsafe Browser from Tor Connection

During #18762 (closed), 3 participants out of 4 had serious issues understanding that the Unsafe Browser is only meant to sign in to the network. P1 even opened SecureDrop from the Unsafe Browser (already observed in 2021).

Between P2 and P3, I implemented some quick fixes to the error screen and Unsafe Browser popups and I think that they helped:

  • Change “using a captive portal” to “using the Unsafe Browser” (254b7b59)
  • Be more to the point (f70a1a21)
  • Remove the warning popup entirely (!985 (merged))
