Integrate backup utility in the Persistent Storage settings

I've been wondering whether our plans for https://gitlab.tails.boum.org/tails/blueprints/-/wikis/backups#clone-persistence-in-tails-installer would better fit in the Persistent Storage settings than in Tails Installer.

Now that we have the backup utility from #18504 (closed), it could definitely be integrated in the Persistent Storage settings, and save our users 1 extra application in the Applications menu (or overview).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
