Split the manual time sync in 2 screens

During the usability tests in August, P2 got very confused by the manual time sync and thought that their clock was fixed already. I think that splitting the process into 2 different screens: 1. time zone, 2. clock would have helped them. I can't think of downsides in terms of UX.

Note that #18570 and #18592 (closed) might already help with that, and so should be solved first.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
