Change buttons to [Start Tor Browser Offline] [Open Tor Connection] when starting Tor Browser while not connected to tor

During the usability tests in August (and in other tests in the past), I've seen people click through the warning to start Tor Browser while Tor is not started yet. They end up in all kinds of trouble.

Ideally we should replace the "Proxy Error" screen of Tor Browser with something more helpful (#8061).

Until then, we could rephrase this dialog to improve it a bit, for example:

/!\ You are not connected to Tor and Tor Browser cannot access the Internet.

[Start Tor Browser Offline] [Open Tor Connection]
