"Tails is localized for every tier-1 language" test fails on iguana

Looking at the video and debug log, my hunch is that:
- in the last step that succeeds, i.e. "DuckDuckGo is the default search engine", we finish with
step 'I kill the Tor Browser'
(which waits for the process to disappear) - then immediately we start "the screen keyboard works in Tor Browser", during which we start the browser via the Overview; at that point GNOME Shell thinks Tor Browser is still running: its icon in the Favorites side bar is underlined in blue ⇒ I believe GNOME will attempt to switch to the existing Tor Browser window, instead of starting a new one; except in the meantime that window disappears ⇒ "I start the Tor Browser" fails.
How to fix this?
- quick'n'dirty hack: add a little bit of sleeping time in "I kill the Tor Browser", to give GNOME Shell some time to register the fact the process went away and the app is not running yet
- proper fix: in "I kill the Tor Browser", wait for GNOME Shell to be aware that Tor Browser is not running yet; I don't know if this info is available from outside of GNOME Shell, I would bet it is not
IMO we should do the quick'n'dirty fix. @anonym, what do you think?
