Want to Config Proxy Before Connect to Tor

Our ISP is blocking Tor, and anyone use Tor will be recorded(IMHO). In previous version of Tails, I can config socks5 proxy before connect to Tor. But in recent versions, I can only config proxy after connection is failed.

You may think the socks5 proxy is not safe. But it is the only way we connect to the outside world.

So please bring back the proxy config before connect.
