Choosing "Upgrade" option in Tails Installer can delete persistent volume

steps to reproduce:

  1. Plug a second USB stick with Tails and a persistent storage.
  2. Click "Reinstall (delete all data)".
  3. At the confirmation dialog, choose "Cancel".
  4. Click "Upgrade".
  5. At the confirmation dialog, choose "Install".

After this steps the Running Tails is installed on the second USB stick and the persistent volume is deleted

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
