RM: Avoid tag overwriting
While doing the RM shadowing, we noticed that the release tag need to be created once and then overwritten; the first time it is created, it is just to trigger some infrastructure code that creates a new APT suite.
I think the cronjob is running tails-update-reprepro-config very often.
This has this downsides:
- it requires the tag to be overwritten, which is not really nice
- it requires the RM to wait for the cronjob to be run
- it triggers one useless Jenkins build
It would be a nice improvement if the RM could just create the APT suite themselves, without waiting for a cronjob. This will also avoid the tag overwriting, streamlining the RM process a bit more.
It could seem that this "automatic" creation is easier for the RM; but actually the RM is already running manual commands on the server, and even needs to wait for the cronjob to be completed. So this would not be a regression in the Release Manager Experience™.
