TCA reports an error in case of slow connection

We got several reports of TCA reporting error, but closing and opening TCA again showed the success screen. This indicates that the timeout is too short.

A simple solution is to just increase the timeout.

A better solution is to have a shorter timeout (30s maybe?) for "first sign of life" and a longer one for "tor bootstrapped" (180s maybe?).
