Ask to save networks to the Persistent Storage when first connecting to a network

Made possible by #10553!

notification_-_wi-fi

During #18784 (closed), P3 and P4 got lost in the Wi-Fi settings of GNOME when trying to save the Wi-Fi password. This dialog would have helped.

See "Implement design for enabling features from other apps" on #19215 (closed), where we already put a fair bit of thought into this topic. Spoiler alert: if we want UI to reflect progress (and possibly failure), it's not cheap.
