"No hardware device detected" with Ledger Nano S wallet in Electrum

From a bug report sent to Help Desk:

"No hardware device detected"

"On Linux, you might have to add a new permission to your udev rules."

"ledger: (error getting device infos)
    Library version for 'ledger' is incompatible.
    Installed: unknown, Needed: 0.1.30 <= x < inf
    Make sure you install it with python3"

We have 0.1.24 in Tails 4.14.

We also tried to install python3-btchip/testing but got the same error message (but it's not clear whether that version was used, or a local one installed with PIP).

We need feedback

If you also have a Ledger Nano S wallet, please test the experimental image from https://nightly.tails.boum.org/build_Tails_ISO_stable/lastSuccessful/archive/build-artifacts/.

Workaround

On Tails 4.14, to workaround this problem, follow the instructions from https://tails.boum.org/news/version_4.14/#issues.
