Users unintentionally install ISO to USB instead of the .img
In WhisperBack 93c4b7f82150fd96dbf4568722c1717 a user reported that they cannot create persistent storage:
[I followed the] instructions at tails.boum.org to use Gnome Disks to "restore image" from the ISO image to an untouched PNY USB

Actual result and description of the error
See popup window claiming USB was not made using Disks or Tails Installer.
So it looks like the user failed to follow our instructions by selecting the .iso instead of the .img, and since the resulting system booted into Tails successfully they probably thought they had done everything correct, and clearly the popup saying "not made using Disks" is actually incorrect, so I understand their confusion.
Things to consider:
- The pop-up could use some rewording
- Perhaps we should stop doing ISO hybrids?
