Automatic upgrade doesn't work from 4.9 to 4.10

A few users have reported that they had to do a manual upgrade from 4.9 to 4.10.

One example is in Bug report 6ac7404310401ba217db4539fde133e5

You should do a manual upgrade to Tails 4.10. ... no automatic upgrade is available from our website for this version.
