Adjust the timing of the tails_check_mirrors to when we are more likely to see the notification

Right now the notification email is sent as late as 05:00 UTC and as late as 12:00 UTC.

sysadmin#17702 (closed) might reduce this timing window by a few hours.

It might still be useful to have another run later on during the day to increase reactivity.
