Improve build system and documentation wrt. pabs' feedback

pabs gave us feedback about complications he met while building Tails
for the first time.
IMO we should go through it and see how we could improve things (not
necessarily everything at once, but perhaps there are some low-hanging
fruits, and perhaps some other aspects could deserve their own issue?).

vmdebootstrap dependencies are not available in Bullseye (Python 2 removal) -
error with strict $HOMEpermissions: e2bfd926 added to solve this, whiletask :ensure_correct_permissionsalready prints an error message with clear instructions ⇒ we now have this documented (slightly differently) in 2 places
