Fix unlock-veracrypt-volume error dialog

In Tails 4.5, when I enter an incorrect password to unlock a VeraCrypt volume, the error dialog says “Failed to load device’s parameters” and has the generic title “Error unlocking volume”. It should instead have the title “Wrong passphrase or parameters”, which we display for errors (possibly) related to an incorrect password.
