Make it easier for Help Desk to review doc changes

As discussed during the budget forecasting process. I see 2 problems:
- Letting them know that there is something ready to review. For example using mentions in Redmine.
- Giving them easy access to the proposed changes. For example pasting Markdown, screenshots, or PDF in the request for review.
Since we’ll move to GitLab soon, I’d rather wait and see how these 2 problems can be solved in GitLab instead of documenting better workflows in Redmine.
