Write release notes for 4.4.1

Hey,
Just to let you know about the upcoming (user-facing) changes in 4.4.1:
- Tor will be upgraded to 0.4.2.7
- Tor Browser will be upgraded to 9.0.7
More information about the latter in its own ticket: #17539 (closed)
If feasible, I’d like to possible release 4.4.1 on Sunday evening (that’s the tentative date I’ve set in the Roadmap).
Following those conditions are met:
- Technical writers have had a chance to prepare the announcement. Hopefully that shouldn’t require too much time given there’s a very limited set of changes coming up — the only other change is a final fix for #17359 (closed). I haven’t had any idea when exactly the Tor Browser fix would be out (or how many releases there would be, see discussion in the “Unscheduled Tor Browser Releases” thread), until the last few hours of IRC log and the release candidate announcement mentioned in #17539 (closed).
- Tor Browser folks confirm that’s the version they’ll be publishing
There’s no urgency to get that done on this particular date, but being able to do that would clear the way/air for me to fully concentrate on the upcoming 4.5~rc1. That’s why I’ve tentatively picked a nearby date.
Feel free to let me know about your availability, so that I can shift stuff as needed.
