Instruct people to use Tails Installer to create an intermediary Tails instead of GNOME Disks

On /upgrade/tails, step 2. It would mean replacing the inline to install/inc/steps/install_with_gnome_disks.inline with a proper procedure.

Tails Installer has less options and can prevent serious mistakes and data loss.

We should only do this after #16906. Otherwise, we'll incitate USB stick users to download an ISO image and this will cause confusion and problems down the line.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
