Update list of l10n packages for tier-1 supported languages

For example, when we did #15807 (closed), these packages simply did not exist so we could not install them:

… maybe they’ve now appeared in the Debian archive?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
