Document Windows Shift + Restart

You can get Windows to restart the PC on the Boot Menu:

• Press and hold the Shift key while you select Power > Restart.

This should work in both Windows 8 and 10. I'm not sure about the small differences in Windows 8 but it's 4% of the Windows market share so let's forget about it:
