Improve UX when Wi-Fi is not working

In https://gitlab.tails.boum.org/tails/blueprints/-/wikis/network_connection#ux-design we use the Tor Connection assistant to clarify when no Wi-Fi hardware is present:

User research findings

  • On tails-bugs@ we still receive many emails of people who don't have Wi-Fi and wonder why and how to solve it.
  • During usability tests, people usually stop following the doc once they managed to start Tails. Everything below https://tails.boum.org/install/windows/#tails will likely not be read.
